I wrote a piece on this a while back. If I’m walking and see a single female approaching late in the evening I’ll cross the street and I absolutely won’t walk behind one. I’m aware that even with no ill intent it unnerves them. Little things matter.

Yeah...people are people. It doesn't matter if it is a small community. A safe community. Fifteen years ago, I was living in a small community in Washington state. It was safe. Quaint. Beautiful. It had a wonderful bike path that I frequented with my children every day for years. Until one morning, around 10 am, an acquaintance of mine was murdered and raped by a 23 year old townie, while on a morning walk on the same safe bike path. The murderer's family was from the community and owned a business there. The reality that you are not safe anywhere became as brutally apparent as her mangled body. Stay aware...and alert. Always.
